Statement Following a Committee Decision to Resolve to Refuse Planning Permission

Javier Peiro, Project Director for Urbaser Balfour Beatty (UBB), said: “UBB is disappointed by the decision made by Gloucestershire’s Planning Committee today. UBB remains contracted to dispose of Gloucestershire’s residual waste and in light of this decision we are considering our options.

The proposals for a Energy from Waste facility at Javelin Park were developed in order to assist the County in taking responsibility for its own waste. Moreover, the proposed development is entirely consistent with the Council’s own recently adopted Waste Core Strategy.

While Gloucestershire continues to send its residual waste to landfill there is an unavoidable environmental and economic cost.

The facility would help divert over 92% of Gloucestershire’s residual waste from landfill, reducing carbon emissions and the release of greenhouse gases. It would also save council tax payers £190m over 25 years compared to landfilling the County’s residual waste. The facility at Javelin Park would also create enough electricity to power approximately 25,000 homes. This would increase the County’s renewable energy production by over 50%.

Gloucestershire’s businesses would benefit from the investment through supply chain opportunities and the ability to dispose of their waste locally in a more environmentally sustainable and cost effective way. Construction of the facility would create over 300 jobs and an operational facility would employ around 40 people.”
